The Individual Licensing Hierarchy

Texas law requires anyone performing laser hair removal—who is not otherwise exempt as a licensed medical professional (such as a physician)—to hold a current registration from the TDLR. The state utilizes a progressive, four-tier licensing structure designed to guide individuals from supervised training to independent practice.

Tier 1: Laser Hair Removal Apprentice-in-Training

These procedures must be documented on a TDLR-approved affidavit and signed by the supervising Senior or Professional.
  • Supervision: A LHR Technician does not require direct in-room supervision but must operate under the general supervision of a Professional LHR Technician or a consulting physician who is available on-site or immediately contactable.

Tier 3: Senior Laser Hair Removal Technician

A Senior Technician is authorized to perform treatments and supervise Apprentice-in-Training registrants.

  • Requirements: Applicants must hold an active LHR Technician registration and must document that they have directly supervised at least 100 laser hair removal procedures within 12 months.
  • Role: This license allows the holder to act as the primary on-site supervisor for entry-level apprentices.

Tier 4: Laser Hair Removal Professional

This is the highest level of individual registration. A Professional is authorized to operate independently, supervise other tiers, and serve as the designated professional for a registered facility.

  • Requirements: Applicants must hold a current Senior LHR Technician registration and pass a state-mandated professional examination administered by a certifying entity recognized by the TDLR (such as the Society for Clinical and Medical Hair Removal).

Facility Registration Requirements

Operating a commercial laser hair removal business in Texas requires obtaining a Laser Hair Removal Facility Certificate of Registration from the TDLR. Each physical location must be registered separately.

To qualify for a facility registration, the business must meet several strict operational standards:

Renewals and Continuing Education (CE)

To renew an individual registration, the licensee must:
